Citizens' Minute with Council

Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.

Bernie Kreiner, Hinton Food Bank
Kreiner spoke to Council regarding the most recent food bank statistics informing Council that 450 individuals accessed the service this March, with Hinton serving more children than the average, as well as a higher ration than average of employed access to the service.

Public Hearings

In some instances, Council is required to conduct public hearings regarding land use bylaws, rezoning, etc., or on any other matter council deems appropriate.

The were no public hearings. 

Action Items

1. Community Grant Program Funding Results Intake #2
The Community Grant Program (CGP) provides local non-profit organizations with funding to maintain, improve, or initiate community projects, operations, and events. The recommended allocations for the 2019 Intake #2 reflect the best interests of the overall community and align with Town Council’s priorities and vision. In Intake #1 for 2019, two organizations applied for operating/core funding, and eleven organizations applied for funding to support one-time projects, with amounts totalling $24,323 distributed, and $2,705 reallocated for Intake #2 or 2019. It was moved that Council award the Community Grant Program funding as per the recommendation from the Hinton Grant Funding Advisory Committee for a total of $26,000 as outlined in Attachment 1. This motion carried. It was then moved that Council award the Community Grant Program funding as per the recommendation from the Hinton Grant Funding Advisory Committee for a total of $26,000 as outlined in Attachment 1, and then that the above motion be tabled pending a presentation from the Hinton Friendship Centre for the Sharing Project by the Regular Meeting of Council on February 4, 2020. The later motion carried. 

2. Amendment to Land Use Bylaw #1088-10 - First Reading
The Town of Hinton’s Land Use Bylaw No.1088 was adopted at the Regular Meeting of Council September 6, 2016. Since that time, Administration has identified some typographical errors and omissions. Attachment 1 is an Edits Overview accompanied by Attachment 2, a redlined copy of Land Use Bylaw No.1088-9, and Attachment 3 the proposed amended Bylaw No.1088-10. The Edits Overview summarizes all changes made (with rationale) for ease of reference. It was moved that Council approve first reading of Land Use Bylaw #1088-10. This motion carried.

Attachment 1 is an Edits Overview accompanied by Attachment 2, a redlined copy of Land Use Bylaw No. 1088-9, and Attachment 3 Bylaw No. 1088- 11. The Edits Overview summarizes all changes made (with rationale) for ease of reference. It was moved that Council approve first reading of Land Use Bylaw #1088-11. This motion carried. 

4. Development Services Fees & Charges Bylaw No. 1104 Amend Schedule A
Administration has done comprehensive research with comparable municipalities to compare fees and charges; this is standard practice for most municipalities. Several municipalities were researched to evaluate our existing fee structures and overall the Town’s existing fee structure is deemed the same as or is fair and reasonable compared to those municipalities. Municipality comparisons included: Grande Cache, Yellowhead County, Edson, Wetaskiwin, Strathcona County, Drayton Valley Spruce Grove, and Lacombe. This amendment allows the Town of Hinton to be consistent with neighbouring towns and counties. The Fees & Charges were last updated in 2016. It was moved that Council approve the amendments to Schedule A of the Fees & Charges Bylaw No. 1104, effective January 1, 2020 with a subsequent review in three (3) years. This motion carried. 

5. Appointments to Yellowhead Regional Library Board
Yellowhead Regional Library (YRL) is required by the Alberta Libraries Act to be governed by a library system board. This board comprises appointed trustees from each municipality and school division that are members of YRL. Thus, each member municipal Council and school division board will appoint one trustee to sit as its representative on the YRL Board. The following provides recommendations on selecting trustee appointments to the YRL Board: • Appointee has a strong belief in the importance of libraries and a commitment to YRL’s vision and mission: Yellowhead Regional Library provides materials and services to public and school libraries, and other organizations to assist them in meeting the informational, educational, cultural and recreational needs of their communities. • It is desirable that an appointee have skill or knowledge in one or more areas of Board governance with regards to finance, policy, advocacy, personnel or services. • Length of appointment is suggested to be a continuous term of three years (or sequential one-year appointments) as there is a great deal of information to learn. • Municipalities and school divisions have the right to appoint a trustee to the YRL Board including, but not limited to, elected officials, library board members or citizens-at-large. As the Chair of the Hinton Municipal Library Board and a returning representative of the Yellowhead Regional Library, Mr. Smit brings the values, experience, and expertise that the Yellowhead Regional Library requires of its Board Members. It was moved That Hendrik Smit be appointed to the Yellowhead Regional Library Board for a one-year term to the 2020 Organizational Meeting of Council and that Jace Rush be appointed as Alternate to the Yellowhead Regional Library Board for a one-year term to the 2020 Organizational Meeting of Council. This motion carried. 

6. Fohn Festival 2020 Funding
In September 2019 Administration provided information to the Fohn Festival committee regarding the upcoming budget process and the expectations pertaining the presentation and funding request to Council leading up to Council’s 2020 budget deliberations. Morgan Roberts Volunteer Fohn Festival Chairperson presented as a delegation at the Standing Committee Meeting on November 12, 2019 and requested to consider their 2020 funding. At this meeting the motion was carried that: “Committee direct Administration to bring forward a request for decision on Fohn Festival 2020 funding to the next Regular Council meeting.” It was moved that Council approve Fohn Festival Committee funding request of $8,200 for the 2020 Fohn Festival and direct Administration to include this amount in the 2020 budget. This motion carried. 

In Camera

In-camera is a legal term meaning in private; When a Council goes in-camera, it means the Council meeting is closed to the public. In general terms, the exceptions include matters where disclosures could be harmful to personal privacy, individual or public safety, law enforcement, intergovernmental relations, or economic or other interests; reveal confidential evaluations, local public body confidence, or advice from officials; or disclose information that is subject to legal privilege.

Information Items

Councillor Jo-Ann Race: Councillor Race spoke to Saturday and Monday's Budget Meetings, and then went on to detail a volunteering occasion at the West Frasier Guild on Sunday. Race then detailed upcoming events, including Thursdays Poverty Awareness event, a Beaver Boardwalk Committee meeting, and an Interagency meeting, as well as recent attendance at a Canadian Energy Regulator meeting. 

Councillor Dewly Nelson: Councillor Nelson spoke to Saturday and Mondays budget meetings, and then detailed early November's Energy Futures Roadshow Event, thanking administration for support and CFWY for hosting.  Nelson then mentioned an upcoming CFWY meeting, attendance at the Remembrance Day Ceremony, and excitement for the Chamber of Commerce's upcoming Moonlight Madness event. 

Councillor Albert Ostashek: Councillor Ostashek spoke to Saturday and Mondays budget meetings, as well as attendance at the Remembrance Day event, and then discussed the Cenotaph lighting ceremony, saying it's unclear how long the community has been without lighting in this memorial and thanking the numerous businesses and sponsors who made it happen. Ostashek then referenced an upcoming HREDC meeting on Wednesday and Beaver Boardwalk Committee meeting on Thursday. 

Councillor Tyler Waugh: Councillor Waugh spoke to Saturday and Mondays budget meetings, saying that so far this has been administration presenting, and soon it will move to Council discussion and making big decisions. Waugh then spoke to a coming CEAC meeting, saying the group hopes to come before Council soon. 

Councillor Ryan Maguhn: Councillor Maguhn expressed regrets at not being able to attend a coming FRAG meeting, due to that evenings scheduled budget meeting. Maguhn informed Council that an email introduction and early discussion about hopes for the group will be sent in stead. 

Mayor Marcel Michaels: Mayor Michaels also mentioned the Energy Futures Roadshow, saying it was informative and thanking all for supporting the event. Michaels then went on to detail a Pulp Advisory Committee meeting, saying the operation has rebranded their innovative Lignalin operation with a new proprietary name for marketing purposes. Michaels also informed Council that the West Fraser operation is working through the difficult summer season, but that they are moving forward. Michaels thanked other members of Council for having spoken to the Cenotaph lighting and Remembrance Day event to conclude. 

CAO Martin Taylor: CAO Taylor mentioned ongoing budget work and meetings, a recent golf course meeting, and Wednesday's upcoming budget meeting.

Interested in how Budget 2020 comes together? The Town will be holding budget meetings, starting November 16, and interested citizens are welcome to observe the proceedings. Visit Government Centre during the below dates and times to watch the meetings yourself. 

  • Budget – November 20:  4 – 8 PM
  • Capital – November 25:  4 – 8 PM

Council Video Recordings

As some residents may have noticed, we have recently experienced difficulties with our streaming video provider online. The service provider has changed the accepted methods of posting, which has made all older videos in the inventory non-functioning. These non-functioning videos will removed from the inventory for the time being, however, administration is investigating ways of making a larger library available for residents to access online. In the interim, a new format has been selected, and new recordings are being posted as before; however, the new format is slightly larger, and so less videos will be accessible online than in years past. Recordings of the videos are also available on DVDs at the Hinton Municipal Library, which can be checked out and viewed on either computers or DVD players, or by contacting the Town of Hinton should those DVD recordings not be available. 

The Town of Hinton is on Facebook!

As over 1800 people have already figured out - The Town of Hinton now has a corporate Facebook page! This new service adds another resource to the communications toolbelt, and will house information on many different areas; some days, you’ll see information on bylaws, others recreation programs, others information about council decisions or highlights from Council meetings. We will, however, endeavour to ensure that we are sharing content relevant to the widest possible audience. Like us today by clicking here!
