Athabasca Avenue Project Overview

To provide our community with further information on the ongoing Meadow Drive Project, we have compiled important information into one CivicSend.

Construction Budget: $1,480,227.50
Construction Time Frame: August 2018 to September 2018
Note: The construction of this project will subject to weather considerations and season.

Scope of Work


The Scope of Work (SOW) is the area in an agreement where the work to be performed is described.  The area impacted is the intersection of Drinnan Way and Athabasca to Market Street.
  • Water line replacement and upgraded for capacity.
  • Sanitary line replacement and upgraded for capacity.
  • Road, Sidewalk, Curb and Gutters will be replaced as impacted by private service connection upgrades to the local businesses.
  • Intersection at Drinnan Way and Athabasca Avenue will be impacted to support replacing water line valves and manholes to support realignment of water and sanitary lines. 
Local businesses will remain open to the public during construction.   Any disruption to the Town of Hinton Transit System will be advertised and notices will be posted in all bus shelters. 

Construction Program:

 The rehabilitation for Athabasca Avenue is scheduled to take place in three phases. 

Phase 1: Work will start at the Market Street and Athabasca Avenue intersection and proceed west to the middle of the parking lot. The water main, sanitary main, and services to property lines will be replaced during this phase. Parking along both sides of the street will be maintained during this phase. The Market Street and Athabasca Avenue intersection will be closed during this work and traffic we be detoured around the site.

Phase 2: Work will then move from the middle of the parking lot to the edge of the Drinnan Way and Athabasca Avenue intersection. The water main and sanitary main between the middle of the parking lot and Drinnan Way will be replaced during this phase. The west entrance to Athabasca Avenue will be closed during this phase. The east entrance will remain open and provide parking.

Phase 3:Work will then proceed in the intersection of Drinnan Way and Athabasca Avenue. The water main and sanitary main and connections in the intersection will be replaced during this phase. The Drinnan Way and Athabasca intersection will be closed during this work and traffic will be detoured around the site.

The road surface will be restored to asphalt during the course of the construction program. 

Project Understanding:

Athabasca Avenue is a commercial development in the early years of Hinton. The original sanitary and water lines were constructed in 1956 and are undersized for existing conditions and future growth and development for the east side of Town.  

One of the key challenges in replacing the infrastructures services is being able to maintain traffic flow for business owners, customers and service delivery agencies on Athabasca Avenue.  



Project Partners:

From conception in 2017 through to construction completion, the Town of Hinton and ISL Engineering and Land Services, work in partnership to design, engineer and deliver a project on schedule and budget. GS Construction, the General Contractor, is the successful bidder from the Pre-Qualification(RFPQ) tendering process and has worked with the Town of Hinton and ISL Engineering and Land Services. Together we have been able to design and achieve cost savings in the budget through using everyone’s expertise. Border Paving (a local business) is also recognized as supporting the project with their local knowledge.   

Construction Factors:

The Athabasca Avenue Road Rehabilitation Project seeks to minimize distribution to its immediate business owners and customers and the adjacent neighbours.  
  • Design and construction identifies the need to ensure water and sanitary connections are maintained during the construction with minimal interruptions.    Notices will be sent to business owners with as much notice as possible for any service interruptions.
  • Traffic access for delivery services and emergency services are being managed hands-on for all involved.
