Town and Council Pass 2021 Budgets and Plans for Following Years December 18, 2020
During a Special Meeting of Council on Tuesday, December 18, 2020, Hinton Town Council made motions that approved the 2021 Capital Budget of $8,680,712 and the 2021-25 Five-Year Capital Plan as amended, as well as approving the 2021 Operating Budget.

Amendments to the original budget presented by administration (available in the agenda centre here) include:
- That the 2009 Ford Escape 4X4 Unit 215 replacement be delayed until the 2022 Capital Budget.
- That the Mayor and Council operating budget for 2021 be changed to reflect a total of $330,069.
- To remove the hanging basket program from the 2021 draft 2 budget.
- That the non-union wage increase be brought to Council as a Request for Decision no later than February 28, 2021.
- That the Asset Management Planning project come to Council for a Request for Decision around project and scope.
- Move that Council direct Administration to reduce the approved annual contribution to the Recreation Facility Construction Reserve by $120,000 for the 2021 budget year.
- Move that Administration provide a brief report for information on the residential bins, the funding of the light rehabs from the ATE reserve, and the server replacement by January 30, 2021.
- That Council approve the use of the excess funds from the 2020 Operating Budget due to the Municipal Operating Support Transfer (MOST) Program Funding into the Emergency Response Reserve.
- That Council approves the use of $500,000 of the Emergency Response Reserve to offset future year operational cost increases, of which $200,000 to be used in each 2021 and 2022, and $100,000 to be used in 2023 with the intention of minimizing taxation impacts on business and residents.
- That Council approves $169,060 to be included in Council and Public Relations Operating Project budget for 2021, and it’s use to be determined by Council at a future meeting, and funded from the Emergency Response Reserve.
- That Council approves in the 2021 Budget a $30,800 amount to support the Chamber of Commerce additional funding request to be funded from the Emergency Response Reserve.
- That Council approve of an application to the Government of Alberta for a municipal Intern for the 2021/22 year from the Internship Program funded by grants and contributions from the Town as presented in the 2021 and 2022 budget And that an information item be presented to Council by the end of January 2021.
- That Council direct Administration to bring the 2021-2023 Three-Year Operating Plan to a future Standing Committee meeting for discussion
Upcoming meetings to be scheduled stemming from budget will include:
- Sewer, Water, Waste Bylaws
- Council gave Sewer Rate Bylaw #858-18, Water Rate Bylaw #859-24, and Waste Rate Bylaw #933-5 first and second readings. Third reading is required to pass a bylaw.
- A brief report for information on the residential bins, the funding of the light rehabs from the ATE reserve, and the server replacement by January 30, 2021
- An information item regarding application to the Government of Alberta for a municipal Intern for the 2021/22 year from the Internship Program funded by grants and contributions from the Town as presented in the 2021 and 2022 budget
- Non-union wage increase as a Request for Decision no later than February 28, 2021
- That the Asset Management Planning project come to Council for a Request for Decision around project and scope
- The 2021-2023 Three-Year Operating Plan to a future Standing Committee meeting for discussion
